Fifth District U.S. Rep. Ralph Abraham said 40 percent of Americans and virtually all Louisianians would be forced to buy expensive federal flood insurance if an executive order from President Obama raising standards for floodplain protection remains in place.
"I may be new but I'm not afraid to take on the president on an order that could be devastating not just to the Louisiana economy but the American economy," said Abraham, R-Alto, a freshman congressman.
